The objective is to investigate, define, delineate, and characterize the primary forms of illegal Distant Water Fleets (DWF) operations (e.g., use of illegal gear types or fishing within restricted waters); the primary forms of legal but unsustainable DWF fishing (e.g., use of flagging or licensing schemes); the spatial and temporal scale of DWF operations in each geography; and the level of interaction (including competition or conflict) between illegal or legal DWF vessels and national fishing operations, including with artisanal and small-scale fishers.
